The charms scaling with damage/healing power was nicely described on the wow classic gold buy patch that introduced limitations to bonus btained based on spell throw length and rank (to reduce rank 1 spells OP that were being abused by casters turning out greater in DPS/HPS and much more mana efficient than top rankings ). The bonuses are added to the sum of the spell components rather than every aspect individually. Regrowth would as per this patch explanation actually not obtain all bonus since it was a quick cast spell (100% bonus had been applied only to spells using a cast time of 3.5 secs or without abilities ).
